The main function of CADS, created in December 1998, is to advise the Government in the field of sustainable development. Specifically, it ensures the integration of sustainability in policies, territorial and sectoral planning instruments, in legislative and regulatory projects and strategic projects or initiatives promoted by the Government.

This body also promotes knowledge transfer and the dialogue between the government, the academic world, and civil society in the field of sustainable development, and advises the government on the design and implementation of actions aimed at promoting education for sustainability. In addition, it also promotes the involvement of the economic and social sectors in the process of sustainable development in Catalonia. Since 2017, it has supported the Government in the actions promoted to contribute to the achievement of the seventeen Sustainable Development Goals of the 2030 Agenda.
