Objectives and competences

Specialization diploma aimed at people who work or are seeking training in the assessment of public employment policies. The aim is to equip public employees who work on the design and implementation of assessment plans with the knowledge they need to manage and/or conduct assessments of public employment policies and plan, support and perform effectively during the implementation of quality assessments in a context of shared and mutual learning between the various competent public authorities (state, regional and local).

Objectives and competences

Objectives

Need: The evaluation of public employment policies is part of the policy cycle and must be present in the design, planning, implementation and review of the results and impacts of these policies. Knowledge of their effectiveness, in terms of efficacy, efficiency and satisfaction, allows for the continuous improvement of policies, transparency and connection with public opinion and contributes to evidence-based decision-making.

Objective and intended audience: One of the basic components of improving the planning and management of policy evaluation is the training of public employees. In this context, this project aims to provide the knowledge needed to be able to manage or evaluate public policies on employment and to be able to effectively plan, guide and act during the performance of quality evaluations, all in a context of mutual and shared learning between the different competent public administrations (state, regional and local). The course is aimed primarily at public employees who work in designing and implementing evaluation plans, drafting specifications for the procurement of evaluation services, guiding external evaluation teams, monitoring scorecards, publishing and disseminating results, using evaluations, drafting internal reports that analyse the PAE and handling self-assessments. It is also open to people who are interested in receiving training in the evaluation of public employment policies and who wish to achieve professional specialization in this field.

Opportunity: The new Employment Act aims to give new impetus to the evaluation of employment policies, and introduces a new evaluation procedure by which to measure the effectiveness of employment policies. Both the strategy and the Annual Plan for the Promotion of Decent Employment will therefore be results-oriented. Three measures will be used to identify improvements in employability: employability, intermediation and coverage. The distribution of powers in employment matters between the State and the Autonomous Communities requires coordination throughout the policy cycle (design-planning-implementation-evaluation). The discipline of evaluation has traditionally been underdeveloped, although in the last decade significant progress has been made in institutionalizing the evaluation of employment policies. In fact, one of the key elements for this institutionalization is the training of the specialized staff responsible for promoting evaluation in the various administrations. This postgraduate project was proposed for the purpose of establishing homogeneous basic training in all the competent administrations, common methodological standards, the exchange of good practices and the transfer of knowledge between universities and public administrations. The first edition was held during the 2023-2024 academic year and its very favourable reception and assessment suggests it is very much worth repeating.

Recommended applicant profile

- Holders of bachelor's degree and equivalent undergraduate qualifications.
- Professionals with at least three years' experience in the area of employment policies. In this case, graduates will earn an advanced university diploma.

Access requirements and conditions

The course is also open to students with no prior university education, who will acquire the same knowledge and skills and receive a specific qualification for their learner group. Information on the access requirements and other conditions can be obtained from the course directors.
