Objectives and competences

Specialization diploma aimed at people who work or are seeking training in the assessment of public employment policies. The aim is to equip public employees who work on the design and implementation of assessment plans with the knowledge they need to manage and/or conduct assessments of public employment policies and plan, support and perform effectively during the implementation of quality assessments in a context of shared and mutual learning between the various competent public authorities (state, regional and local).

Objectives

Need:
The assessment of public employment policies is part of the policy cycle itself and should be included in the design, planning, implementation and review of their outcomes and impacts. Understanding how effective such policies are, in terms of efficacy, efficiency and satisfaction, enables their continuous improvement, transparency, and communication to the public and facilitates evidence-based decision-making.

Aim and who it is for
One of the basic elements for improving assessment planning and management is training the public employees who do it. This project aims to equip students with the knowledge they need to manage and/or assess public employment policies and plan, support and effectively implement quality assessments in a context of shared and mutual learning between the various competent authorities (state, regional and local).

Aimed at public employees involved in the design and implementation of assessment plans, the development of specifications for the procurement of assessment services, supporting external assessment teams, scorecard monitoring, the publication and dissemination of results, the use of assessments, and the writing of internal reports on active employment policies and self-assessments.

Opportunity
The new Spanish Employment Act aims to give fresh impetus to the assessment of employment policies. To this end, the effectiveness of such policies will be subject to a new assessment procedure. Both the Strategy and the Annual Plan for the Promotion of Decent Employment will thus be result-oriented. Three rates have been added to measure improvements in employability: employability, intermediation and coverage.

The distribution of competences in matters of employment between the Spanish central government and regions requires coordination throughout the policy cycle (design-planning-implementation-assessment). The field of assessment has traditionally been underdeveloped, although in the last decade, significant advances have been made in the institutionalization of employment policy assessment. One of the key elements for this institutionalization is precisely the training of the technical staff responsible for promoting assessment in the various governments.

This proposed postgraduate programme on the assessment of employment policies aims to establish homogeneous basic training and common methodological standards for all competent authorities, as well as enable the sharing of best practices and knowledge transfer between the university and government bodies.

Recommended applicant profile

- University degree holders (bachelor's degree, diploma and/or pre-EHEA degree)
- Professionals with at least three years of experience in the field of employment policies. In this case, students will receive an advanced university course diploma.

Access requirements and conditions

The course is also open to students with no prior university education, who will acquire the same knowledge and skills and receive a specific qualification for their learner group. Information on the access requirements and other conditions can be obtained from the course directors.
