Applicants should be people with a certain capacity for and interest in public matters, who are not indifferent in the face of the efficiency or inefficiency of public organizations, but believe that one or other result affects the lives of all citizens.
Future students must demand professional training so that they can gain the skills and knowledge needed to work in public and associated organizations.
