Objectives and competences
Objectives
implementation and review of the results and impacts of these policies. Knowledge of its effectiveness, in terms of effectiveness, efficiency and satisfaction, allows for improvement
transparency and communication with public opinion and contributes to evidence-based decision-making.
Objective and recipients: One of the basic elements for improving the planning and management of the evaluation exercise is the training of public workers.
In this context, this project aims to offer the necessary knowledge to be able to manage or evaluate public employment and power policies
plan, accompany and exercise effectively during the development of quality assessments, all in a context of mutual and shared learning
between the various competent public administrations (state, regional and local). The course is intended, as a priority, for public employees who
work on the design and execution of evaluation plans, drafting of specifications for the contracting of evaluation services, accompaniment to external evaluation teams,
monitoring of dashboards, publication and dissemination of results, use of evaluations, drafting of internal reports for the analysis of PAEs and self-evaluations.
It is also open to people who are interested in training in the field of the evaluation of public employment policies and who wish to achieve a
professional specialization in this field Opportunity: The new Employment Law aims to give new impetus to the evaluation of employment policies, so that the effectiveness of employment policies is
will undergo a new evaluation procedure. Both the strategy and the Annual Plan for the Promotion of Decent Employment will therefore be results-oriented. And
they incorporate three rates to measure the improvement in employability: those of employability, intermediation and coverage. The distribution of competences in matters of employment between
the State and the Autonomous Communities require coordination throughout the policy cycle (design-planning-execution-evaluation). The scope of the evaluation has been
traditionally underdeveloped, although in the last decade important progress has been made in the institutionalisation of the evaluation of employment policies.
Precisely, one of the key elements for this institutionalization is the training of the technical staff who must promote the evaluation in the various
administrations. In order to establish homogeneous basic training in all competent administrations, common methodological standards, exchange of good practices and transfer of knowledge between university and public administrations, this postgraduate project is proposed. The 1st and 2nd editions have been held and its very favorable reception and evaluation advises to republish it.
