On 16 and 17 March, the University of Barcelona will host the Vives Forum on University Language Policy, an event promoted by the Vives Network of Universities that will bring together institutional leaders, experts and technical teams to analyse the challenges facing Catalan in higher education. The sessions will take place in the Aula Magna of the Historic Building and will be broadcast live on the Vives Network’s YouTube channel.

The meeting follows on from the forum held in 2021 at the University of Valencia, which shared diagnoses and moved towards greater coordination of university language policies. Five years later, the universities aim to assess the extent to which the objectives set in 2021 have been met and to redefine strategic priorities towards 2030, in a sociolinguistic context marked by the decline in the social use of Catalan and by new dynamics of language substitution.

The opening session will take place on Monday, 16 March at 9.30 a.m. with speeches by Miquel Soriano, Director General for Universities at the Government of Catalonia; Francesc Xavier Vila, Minister of Language Policy at the Government of Catalonia; and Joan Guàrdia, Rector of the University of Barcelona and fourth Vice-President of the Vives Network of Universities.

The sessions of the first day will focus on the role of universities as drivers of language policy. They will address the institutional responsibility of governing bodies and language services to reverse the marginalization of Catalan, as well as strategies for influencing the linguistic attitudes of the university community. The current legal framework will also be analysed — including the Organic Law on the University System (LOSU), university statutes and language standardization plans — to identify opportunities and limitations in the implementation of language policies.

The programme also includes a module dedicated to the indicators and information systems needed to assess the real impact of university language policies and a session focused on renewing language promotion strategies, with the aim of adapting them to new social realities and providing them with adequate resources and professional profiles.

Institutional leaders and experts will debate in the Aula Magna the role of universities in the face of the decline in the social use of Catalan and the linguistic challenges of higher education.

On Tuesday, 17 March, the sessions will focus on the presence of Catalan in research, academic publishing and knowledge transfer, as well as the linguistic challenges posed by degree programmes with a significant social impact. In this regard, the forum will devote a specific session to analysing the changes needed in the curricula of strategic degree programmes, particularly in the fields of education and health.

The conclusions of the meeting will be presented on Tuesday at noon, before the closing ceremony, which will be attended by Josep Monserrat, Vice-Rector for Language Policy at the University of Barcelona; Joan Santanach, Secretary General of the Department of Language Policy of the Government of Catalonia; and Núria Montserrat, Minister for Research and Universities of the Government of Catalonia.

The Vives Forum on University Language Policy is part of the closing events for the 30th anniversary of the Vives Network of Universities. As part of this commemoration, the network has organized several strategic forums to review the main work programmes and define the institutional roadmap for the coming years. Last November, the University of Vic - Central University of Catalonia hosted the forum dedicated to students, while the Jaume I University hosted the meeting focused on gender equality policies.
