It also gave the green light to the shock plan for the PTGAS and the 2nd Language Promotion Plan, and received information on the University of Barcelona’s commitment to achieve climate neutrality by 2030.

The Governing Council, on 16 July, approved the creation of the Porta Diagonal – Clínic Campus Consortium and its governing statutes. It also gave the green light to the shock plan for the PTGAS and the 2nd Language Promotion Plan, and received information on the University of Barcelona’s commitment to achieve climate neutrality by 2030.
The last Governing Council of the academic year has given the green light to the creation of the Porta Diagonal - Clínic Campus Consortium and the statutes that will regulate it. This consortium is made up of the Government of Catalonia, Hospital Clínic, the University of Barcelona, L’Hospitalet de Llobregat City Council, Esplugues de Llobregat City Council, Barcelona Provincial Council and the Barcelona Metropolitan Area, and will be the instrument of governance for the development of the new UB Clínic Health Campus. The Rector stressed that the University of Barcelona will receive “adequate and sufficient” compensation for the transfer of the space where the campus will be built, and also highlighted as a fundamental point the inclusion of the new Faculty of Pharmacy and Food Sciences among the conditions for moving forward with the project. Both the consortium and the statutes will be submitted for final approval to the Board of Trustees on 24 July.
The Governing Council also approved the shock plan for the UB’s PTGAS. It consists of a set of measures agreed by the General Manager’s Office, the Board and the PTGAS Committee to improve the organization and facilitate the replacement and technological development of the staff. The shock plan represents a turning point that will allow the development of the foundations of a new human resources policy at the University of Barcelona, which is committed to the career advancement and digital transformation of the staff, the recognition of experience and the commitment of all groups.
The definition of the PTGAS profile map will lead to the design of the most appropriate training and career development pathways to generate new opportunities for career progression, which will improve the clarity of internal structures and promote transparency and equity. The Manager, Glòria Matalí, stressed the importance of the agreements that make up the shock plan, which will now go to the Board of Trustees for approval, and referred to it as “a historic opportunity to face the generational changeover”.
The 2nd UB Language Promotion Plan was another of the documents approved at the session. As the UB’s Vice-Rector for Language Policy, Josep Monserrat, pointed out, it is a plan that redefines the concept of promotion and focuses not only on the normalization, promotion and encouragement of the Catalan language in university activities, but also sets the goal of generating a new linguistic awareness that raises awareness and encourages the university community to use Catalan in academic life. The aim is to guarantee the linguistic rights of the university community.
Other items on the agenda
Another of the items approved at today’s Governing Council was the UB’s brand and corporate identity regulations, a document that regulates the institutional use of the UB’s name, logo and other elements of visual identification. The regulations establish clear criteria to guarantee coherent communication in line with the institution’s values, setting specific conditions for the use of the brand in UB units and external collaborations. The objectives are to strengthen the common corporate image; to standardize the various supports in printed, digital or audiovisual format for the dissemination of the activities organized by or in which the University of Barcelona participates; to disseminate the institution’s corporate identity among the university community and promote the consistent application of the elements that form part of it; and to supervise the correct use of the corporate identity, both by members of the UB community and by external entities. The University of Barcelona’s Corporate Identity Manual has been updated in accordance with the new regulations.
Commitment to climate neutrality
During this morning’s session, Teresa Sauras, Vice-Rector for Sustainability and Climate Action, also informed the Governing Council of the University of Barcelona’s commitment to achieving climate neutrality by 2030. That is, to achieve net-zero greenhouse gas emissions in terms of both direct emissions including those from purchased electricity.
This commitment is included in the development of the UB strategy for climate change mitigation and adaptation, which is part of the UB Government Plan 2025-2029. The UB’s total greenhouse gas emissions decreased by approximately 40% between 2017 and 2023, from 56,115 to 34,726 tonnes of CO₂ equivalent. In 2023, the total of direct (Scope 1) and indirect Scope 2 emissions amounted to 2,882 tonnes of CO₂ equivalent, and had already been reduced by 86.2% compared to 2017 emissions. The UB is also committed to further reducing indirect Scope 3 emissions, which include, among others, those resulting from the daily commuting of the university community between their homes and their places of work or study.
