The proposal for the new Statute is presented to the Senate

Today, Monday 6 October, the Senate of the University of Barcelona held an extraordinary session dedicated to the presentation of the proposal for the institution’s new Statute. The session took place in the Aula Magna of the Historic Building, in a hybrid format, with the option of attending in person or via videoconference.

Today, Monday 6 October, the Senate of the University of Barcelona held an extraordinary session dedicated to the presentation of the proposal for the institution’s new Statute. The session took place in the Aula Magna of the Historic Building, in a hybrid format, with the option of attending in person or via videoconference.
The agenda included two items: the presentation of the Statute and information on the procedure for submitting amendments. The rector, Joan Guàrdia, presented the text of the Statute, which he endorsed following a participatory process involving the entire university community. He also introduced the explanatory memorandum for each of its articles. The General Secretary, Marina Solé, who acted as secretary of the Senate, detailed the schedule and technical aspects of submitting amendments, and reported that the text and accompanying report had been published on the GOC website at the start of the session and would be available to the entire university community tomorrow.
“This new Statute aims to be a tool capable of organizing the institution in line with the challenges of the present and the future”, said the rector in his speech. According to Guàrdia, the text “enables the University to deploy its own strategies and policies more flexibly,” and is based on a “firm commitment to the values of quality, internationalization, public engagement and good governance.” He also emphasized that the new regulatory framework “reinforces the UB’s identity as a Catalan university, rooted in the region and focused on research, but also open, diverse and cohesive.”
The General Secretary outlined the schedule and procedure for processing amendments. Between 9 and 31 October, Senate members with voting rights can submit partial amendments or a complete alternative proposal via online forms. The amendments will be classified into three categories — technical, drafting improvements, and substantive — and will be analysed and evaluated by the Senate Board and, where appropriate, also by the governing team, between 3 and 21 November.
The calendar includes the call for a new extraordinary session of the Senate on 24 and 25 November to debate and vote on the amendments. There will also be a formal session in person at the Paranymph Hall on 26 November, at which the final text will be voted on.
The new UB Statute, which will replace the text in force since 2003, incorporates a comprehensive update of the regulatory framework to adapt it to the new Organic Law of the University System (LOSU) and the laws of Catalan and Spanish science. In fact, one of the main new features is that the text is now open and flexible so that it can be adapted to different regulatory frameworks. It also clearly establishes the values and aims of the UB, including fostering a more inclusive university, a lighter governance model that improves decision-making, and stronger principles of transparency and good governance. The text also introduces gender perspective and sustainability as institutional values across the board and reinforces the commitment to international outreach, open research and knowledge transfer.
The statutory project enters its fifth and final phase, following an extensive process of consultation and active participation by the entire university community, which took place between March 2024 and July 2025. All documents produced during the process, as well as summaries of the main changes in the new articles, are available for consultation on this portal.
